It would be nice to have an option how to control the preference of returned host address.

Currently there is a hard-coded way to prefer "Floating IP" address available over provided other IPv4 in Openstack.getPublicAddress(...) and Openstack.getPublicAddressIpv4(..) methods. When JENKINS-56050 is implemented, this hard-coded preference order is complicated even more (floating -> IPv4 -> IPv6).

User can have another preference which IP address should be use for Jenkins master connection to an instance but now it doesn't have any option how to control this preference order.
