As a user, I would like to be able to manually re-run a job in the middle of a chain with the option to not trigger any downstream jobs. 

We have a number of chained long-running jobs: Build -> Install -> Suite1 -> Suite2 -> Suite3.  After having, say, manually cleaned up a database or, perhaps, having installed some update on a server, I would like to be able to re-run Suite1 without automatically triggering any downstream jobs.
