CentOS 7.6 with official jenkins.repo file
The jenkins rpm fails to install on a new server due to failures in the PREIN scriptlet. For example, here is the yum output when running "yum install jenkins" on a new server.
jenkins-2.176.3-1.1.noarch.rpm | 74 MB 00:00:18

This also causes our puppet automation to fail since the package cannot be installed.
