Jenkins Jobs without a label also builds on slaves that do have labels and have the setting 'Only build jobs with label expressions matching this node'.

Since there are slaves available with the setting 'Use this node as much as possible', it is strange the slaves with explicit restrictions are used. Is it possible to fix this?
