confusing error when report directory is empty

      If the report directory is empty, you will get a confusing error such as:

      ...
      [htmlpublisher] Archiving HTML reports...
      [htmlpublisher] Archiving at BUILD level
      /opt/hudson/jobs/sfitep/workspace/build/api to
      /opt/hudson/jobs/sfitep/builds/2010-08-18_09-49-08/htmlreports/API_Documentation
      ERROR: Directory '/opt/hudson/jobs/sfitep/workspace/build/api' exists
      but failed copying to
      '/opt/hudson/jobs/sfitep/builds/2010-08-18_09-49-08/htmlreports/API_Documentation'.
      ERROR: This is especially strange since your build otherwise succeeded.

      It would be great to give a very specific error that the report directory is empty, but probably still fail the build.
