jnlp urls are broken

      Description

      I am unable to add any slaves. The master is Windows, and I am attempting to add a unix slave

      It says:
      java -jar slave.jar -jnlpUrl http://foo:8080/computer/linux1/slave-agent.jnlp

      but if I access this URL, I get:
      "ERROR

      Connection Error

      The server connection could not be established or was terminated early.

      Please try again later."

          After restarting Hudson a few times that works now, but instead I get:
