      particularly the h3 elements for the "What's new in ...",
      e.g.:

      <h3><a name=v1.656>What's new in 1.656</a> (2016/04/03)</h3>
      

      obviously the attribute value must get quoted.
      apparently browsers deal with this fault,
      xmlstarlet (e.g.) does not, as it expects valid xml.

          This isn't something I'm going to fix, one of the many core developers will need to start caring about how the changelog file, which is located in jenkinsci/jenkins is maintained.
