Add support for "Do not fail build if archiving returns nothing" option of archiveArtifacts publisher

      The archiveArtifacts publisher should support the "Do not fail build if archiving returns nothing" option.

      In the configuration XML, this option is a boolean value in a node called allowEmptyArchive.
