Invalid behavior of p4 "Run script" installer

      Perforce plugin doesn't correctly in case of "Script installer":
      1) Seems that perforce plugin ignores script installer on Windows
      2) In case of Linux, P4 plugin considers “Tool Home” as a full path to executable (in common, this field is being used to specify path to tool’s ROOT directory)
