jenkins server is linux
when trying to use the Jenkins Jira plugin to move closed issues form current release to next one I get a error message:

The JIra user defined in Jenkins global system definitions is the same as the Team Lead user in the Jira project.(mine rogerl)
This user has full permissions on the project.
Job using this plugin is running on master jenkins machine (it seems to be root user I evident this by logname cmd in a shell)
In the same job a release notes step worked successfully ( the Jira connection is OK)
what I am doing wrong?
