ext-email builds dev list different than mail

      If you compare the code in ExtendedEmailPublisher.createMail() and
      MailSender.createEmptyMail(), you see that the list of developers to notify is
      built differently.

      EEP just gets the authors of the current changeset.
      MS gets the culprits, ie, all authors since the last good build.

      I am sure this isn't the only difference, but it would be nice to have the list
      of recipients to be similar.
