'Run Parameter' build parameter is null when SCM/pre-SCM phase is started on remote-node.

      When using the 'Run Parameter' build parameter type, the value of this parameter is NULL when the SCM phase is started. This can lead to Null Pointer Exception when trying to reference said variable during your SCM execution, or pre-SCM execution build step.
