Aim: simplify Jenkins administration by decreasing efforts on user communications

It would be great to have a mailto: hyperlink, which allows to contact job/node owners. Desired features:

• Fill To and Cc by owners and co-owners
• Automatically generate e-mail subject
• Inject item hyperlink to e-mail body if possible
