add support for USC CodeCount (ucc) SLOC tool

      Our company utilizes the USC CodeCount (ucc) tool to perform SLOC counts on our code.

      This tool is cross-platform and can run natively on both Windows and Linux (and others). The main advantage it has over other tools is that it supports Logical SLOC as well as Physical SLOC counts for many languages.

      It outputs results to a collection of CSV files, so I think it would be fairly easy to add support for this to the existing SLOC plugin for Jenkins.

      I attached a sanitized copy of an example collection of results file, when running ucc with the unified flag.
