We should better explain the workflow of the JnlpAgentReceiver's implementations
1) owns is called on all the extension points, if no owner is found exception is thrown
2) if owner is found, then afterProperties is called on all the extension points, when we find one which changes
the listener (e.g. approved or rejected) JnlpConnectionState sets the current listener as owner
3) subsequent steps of the lifecycle are only called on the owner
