When Hudson is deployed on Tomcat with an SSL connector, zipped-up artifacts can
not be downloaded when using IE. After investigating, it is clearly the issue
identified in Microsoft KB 316431:

Cache-Control: no-cache

I am not a Tomcat or Java expert, so I'm not sure whose problem this is. Most
of the workarounds/solutions I found in searches were done on the application
side. I couldn't find a way to work around this in the main Tomcat configuration.
