Reload Configuration from Disk causes upstream/downstream information to be corrupted.

      Upon reloading configuration from disk, with no jobs running, any free-style
      jobs that have upstream/downstream relationships lose those connections. After
      reload, execution of a parent job will not kick off the children jobs. When
      looking at the parent job's and/or the children jobs' overview pages, the
      upstream/downstream connections are not listed. However, if you go to the
      configuration page for any of these jobs, the connections are indeed listed.
      The only way to functionally restore these connections is to click "Save" on ANY
      of the job configuration pages. This restores the links for all connected
      free-style jobs.
