I found often, when I restructure the project with branching, or add a new project and add existing item that TFS here sucks. My problem is you have to checkin, before you can do further operations. But on this checkin operations will Jenkins run, and of course the Jenkins game plugin will vote you down.

I would suggest to check the checkin comment on the first few characters to add a time how long Jenkins should not run, because if other people checkin it would fail.
