In progress log should be collapsed by default

      • Collapse the running step by default
      • When the step is expanded, the log tails.

      When using blueocean job progess view, I think the console log should be collapsed by default.
      The current behavior is to expand it and scroll to bottom. But this causes some bad experiences when large logs are present, with fast updates. Sometimes the scroll up don't works properly, and I need to click on scrollbar to scroll top.
      If the log is collapsed by default, the highlight allow me to understand where the build is and expand the log if needed.

            Bruno Meneguello I 100% agree. We are also going to shorten the log on initial load and set a maximum amount of tailing lines.

            I have end-users complaining about this as well. I also feel that there needs to be some sort of navigation button / link to return to the top of the page. Some of our jobs have a large amount of console output and it takes a painful amount of scrolling to return to the top of the page after being auto-bounced to the console tail.

            Testing Notes:
            In addition to the existing coverage, visual verification by a human that that the log scrolling behavior is smoother and easier would be simple to do.
