When:

• using the GitHub Organization Folders
• Organization Scan is in progress
• And you use "Safe Shutdown" or "Safe Restart" features (either via the CLI jar or plugin)

Then the shutdown/restart will hang until the Org Scan completes.

This may be a long time (due to GitHub API Rate limiting)

I would expect that an Org Scan should not hold up a shutdown/restart and could be interrupted and restarted when Jenkins comes back up.
