Clarify the behavior of the "Build Triggers" checkboxes

      The tfs-plugin provides two checkboxes for triggering builds:

      • Build when a change is pushed to TFS/Team Services
      • Build when a change is pushed to a TFS pull request

      I found that these checkboxes were essentially ignored and a build was always triggered from a PR if the Jenkins service hook was configured as expected.  With the “build when a PR is pushed” checkbox unchecked in both the project and the system configuration, I could create and update PRs and they would still trigger builds in Jenkins.

      Either these checkboxes are not working as expected, or they need a better description/help text to describe their intended use.
