When running a Jenkins master in Docker it would be nice to be able to override the location of queue.txt which today is in $JENKINS_HOME/queue.txt to an other location. This will for example make it possible to have a prebuilt Jenkins master with all configuration and plugins and have a volume mounted and point out a custom location for queue.txt so build queue survives a restart.
