In Jenkins Core pull-requests, the practice is to put @since TODO in newly added public methods.
The TODO is used because one does not know yet the version that the PR will be merged in (if ever).

Acceptance criteria:

• Replace all existing such TODO with actual Jenkins release versions

• write a small tool to do that replacement automatically so later replacements are no-brainers.
