A side-effect of the workaround fix of JENKINS-60825 is that we do not try to build a PR where the head has been deleted. In theory we should be able to build them, but it involves chasing a reproduction scenario and trailing potential NPEs through the code base. This ticket is to do that effort and allow building PRs where the HEAD has been deleted (a.k.a. drive by PRs)
