test history graphs can be generated without any y labels, providing minimal meaning

      I've got a graph of test history where the times are all under a minute. In this case it seems that Hudson creates a graph without any y labels, so I know the bottom is 0 but have no way to know how many seconds something took.

      One example graph attached, you can see there isn't useful meaning to be derived besides scale of builds to each other. It should always display at least one y data point besides 0.
