I add an html artifact to my builds, the html contains in the head 

<link rel="stylesheet" href="/userContent/myfile.css" />

with chrome whilst logged in in jenkins I open the html file and I get a "failed to load resource: the server responded with a status of 403 (Forbidden)" error, 

If I open the css url in another tab in the browser I get the css file.

I tried putting the full url (http://myjenkinsserver/userContent/myfile.css) in the href but the problem persists 

with firefox it works fine
