On restart a large number of jobs are in paused state

      After doing an orderly restart of Jenkins, many of the jobs are in a paused state.

      This is currently only visible by inspecting the console log, so the jobs just appear hung, and because they are paused, they also can not be killed.

      Seeing quite a few closed tickets describing similar problems that are claimed to be fixed.

      This is really bad because it can take a while to notice that the majority of jobs are now hung waiting to be resumed, which means hours of lost CI run time.

      This is made worse that the GUI does not display the pause/resume state as noted in a ticket filed in 2019.  https://issues.jenkins.io/browse/JENKINS-56556
