authenticated users unable to view job configuration

we are on Matrix Authorization Strategy PluginVersion3.2.2

authenticated users can login with Read access and view the list of jobs but unable to view the job configuration.  in the job section we have Read checked.  

we are on Jenkins 2.440.2
