Archiving artifacts from Windows dumb-slaves to a Windows server is very slow

      Following on from Jira issues JENKINS-7813 and JENKINS-7921

      I have also noticed that archiving artifacts can be very slow on Windows machines. We have a process which produces a single file (a compiled python .egg file) which gets archived so that it can be used by other downstream processes.

      Typically this file is 3.5mb, however we've found that it can take between 10 and 15 minutes to upload from the slave to the server. All the machines are physically close to each other on a 100mbit Ethernet Lan. Archiving artificats seems to be the only process which is noticably too slow.

      I'm using Hudson 1.359
