I'd like to have an option to let the build of the seed job fail (without leaving any changes to jobs or views) when the DSL script tries to configure a plugin that is not installed for the jenkins instance.

This could be a simple checkbox in the step settings or maybe it is a better idea to provide a dropdown to choose the "failing level" from "script errors", "missing plugin", "deprecated features" (and maybe sth. else?).
